On Saturday I headed through Phaya Mengrai and Ta and turned north, looking for the road heading east up to Phu Chi Fa. I found the road, but it was steep. I made it about 7km to the Doi Phaya Phitak Viewpoint. The sky was hazy so the view was not spectacular. I knew I did not have enough low gears or enough brakes on my Honda Dream 125cc to continue on to Phu Chi Fa, so I gingerly made my way back down to the road to Chiang Khong.
I spent the night in Chiang Khong, and this morning I took off north out of Chiang Khong on the 1129, looking for the 4007, which I found at around the 13km mark. Most of the ride along the 4007 was absolutely fantastic; very few other vehicles, spectacular views of the Mekong River, and some nice hills.
At Ban Saeo on the way back there is an interesting wat that overlooks the Mekong River.

Looks and sounds fun

I live down in that hazy valley and popped over that road yesterday. If you think going up is steep, you should try going down the over side. It does cut the distance to Phu Chi Fa in half for me, however.
